USA Scott number C64a - An August 1, 1963 first day cancelled block stating “First Day of Use Luminescent Tagging”. These issues glow a bright red/orange under shortwave UV. According to Scott, these were first tested in Dayton, Ohio in 1964 using high speed sorting automation.
