Can someone explain what's happening in this stamp?

I have a series of these French Oceania Establishments/French Polynesia stamps all depicting the same scene. But I don't understand what's happening.
To me, it looks like a guy standing in an outrigger canoe (which I thought you were never supposed to do), fly fishing with his left hand, and holding an oversized rifle with his right hand, while another guy paddled in the rear of the canoe, and a chicken walks across the water.
There are also palm trees.
I'm sure the part about the palm trees is correct. The rest of it's I hope is wrong. Can anyone tell me what this really is?
