This stamp was released in high quantities, over 160 million copies, whereas the normal commemorative of the era would have about 50 million copies printed. The reason for the high volume was that this stamp served as the air mail stamp for letters to US addresses. So, although it isn't explicitly labelled as an airmail stamp, it served airmail duty and was therefore a "quasi-definitive".
