I may have posted these too early so I'll give it a "bump".

"Scott #304 Foreign destination franking rate cover. (To England)" That is most bizarre, and weird hand script for "London" I have ever witnessed. Poor posties, what a job reading covers like this

Sloppy writing indeed! It's hard to make out the address isn't it?

I was just looking at this thread today as I may have found another... Does anyone have any 1902-3 covers to share on this thread?

I have two Jeff, though not nearly as pretty as yours. Both have been posted on the forum before, I think. The first (which I think I got on this site in an auction - can't remember!) went to Switzerland on board the Wilhelm der Grosse, a German ocean liner which was converted to an auxiliary cruiser during WWI and eventually sunk in the Battle of Rio de Oro in 1914. Unfortunately only a cover front. The second is a very tattered postage due cover sent to England in 1908. Got it fer cheap off flea-bay.

Wow they are quite fancy James! I love the Pan-American non-philatelic usage and the auxiliary markings on the next one! Quite fascinating!
