I ran the stamp image through retroReveal ( retroreveal.org/ ) to see if I could get a better image. Attached is the most legible image it produced. While perf12 is probably right in calling it Lombard Station, that first letter looks more like a "C" to me than an "L." Is there an online listing of late-19th century post offices for Great Britain?

I agree with perfs12, Lombard St BO, a very famous and well known postmark. Postmarks exist "LS" from the very early days, If I recall correctly, near to the london Stock Exchange, that may explain the weighty value tablet. Lombard Street Post Office in 1760 Similar CDS Lombard street on one of mine, Perfinned HB (differing punctures HB was Harti and Bach, Throgmorton St London EC on Revenues)
