I almost thought this was a stamp from Ukraine with the lettering, but I could not find anything. Anyone with ideas would be very much appreciated.

Definitely not Ukraine.
The Para was a form of currency used in Albania and Serbia, as well as the Ottoman Empire.
The three words on top, the third one means "mail."
Trying to figure out what the other two abbreviations stand for.

Helps that I am fluent in Ukrainian and can ready Cyrillic. I guess all those Saturday mornings in Ukrainian School have paid off for something other than ruining my Saturday mornings for 12 years.

Certainly not a waste in my book, escpecially since it was all Greek to me. Ironically, the Cyrillic alphabet was developed from the Greek alphabet.
