Received an email from the fine folks at UKRPOSHTA. They said they have eliminated the surcharge on purchases for people outside of Ukraine and are promising faster delivery times.
When I order, it's been taking, on average, about 2 weeks, to get stamps here in Pennsylvania in the US. I'll need to order some stamps and see how fast they get here.
