The overprint on this 1923 First Panamerican Postal Congress showing the Department of Justice and Preliminary Investigation (Ministerio de Justicia e Instrucción) has been reported seen printed vertically. I have never seen one; has anyone else? Just info for my notebook. Thanks in advance.
Are the departmental overprints common on this Postal Congress issue? I'm accustomed to seeing them on various San Martin heads of the era, but I'd be a bit surprised if I have any overprints at all on the Postal Congress stamp. But it will likely be many years before I know for sure what I do have, what with everything scattered over a thousand different piles of stuff. (Like the Communists, I have a 5-Year-Plan - I hope to start sorting and cataloguing stuff within 5 years...)
