If you don't want to drop hundreds of dollars on a complete catalog when you only collect a few countries, I recommend checking out: chirokmd.com/The fine gentleman, buys Scott catalogs and slices them up by country. You buy only the countries you want. I just bought the Ukraine section of the catalog for $6.00. Added Western Ukraine for $2.00 more. These are genuine Scott catalog pages. They ARE NOT photocopies, and yes, this is perfectly legal.

No reflection in this seller, because I haven't dealt with him/her, but I have heard that some of the catalogue cutters will give you a photocopy of the first or last page when it is lost to the country before or after.
Buyers of cutups might want to verify that it is all original.

I was concerned about that. This seller does not appear to do that. His listing has listings for "COMPLETE" and for "SHORT." The "SHORT" sets are missing the first and/or last page for the country and are sold at a reasonable discount.
My Ukraine pages arrived today and were all genuine pages. No photocopies.

Before I bought my full set last year, I had used that same seller, too. They are specific in their listings whether or not it's all the pages or short by 1-2 because of the overlap with the adjoining country. I think their discount for the short set is very good. One could always go to the library and just photocopy (or photograph with your phone or camera, for color) the missing page(s). It wouldn't be burdensome at all.

If I was scott's I would sell each country separate, enlarge the text and images beef it up a little and sell it each country depending on size for $9.99 - $20, I think many people would up date the country's they collect much more often.
This is of course is in addition of selling the regular volumes

Or I wish they would make their digital version available for Android and/or Windows. Currently it's only available for the iPad. I bought full print versions for 2013, and, because I'm still cataloging my holdings for sale in the near future, I feel I have no choice but to buy again the most recent versions. If the 2014 had been available for my Samsung device, I would have much preferred that. Then I'd have had one print set (which, imho, is easier to browse) and one digital set, which I could carry with me to shows.
Instead, I'm replacing the 2013 print set volume by volume as the 2014's come out (and that's why I'm offering the 2013's up for sale). And, to make it even worse, they raised the 2014 price by $30 per volume!!
Grrr ....

I have also purchased from Chirokmd.
Fast service; fast shipping; no photocopies; delivered exactly as promised.
I had one MINOR complaint. The envelope used for mailing could have been a bit more rigid. My pages were fastened by a paperclip in the top left corner. The paperclip caused a "pucker" on the pages; not really a fold/crease, just a minor issue.
But I would still recommend the vendor if you only need one or two countries.

I have been buying from Rick and Karen (chirokmd) for a number of years, since their start on eBay. They are really nice to deal with and I have had no problems with any shipping. I would still like to know how they split the catalog so neatly.
A long time ago there was a dealer in upstate New York who did the same thing. When he passed away there was no one else splitting the catalogs. Now chirokmd has filled the void.
A few years ago I wrote to Scott about selling country or geographic areas as some foreign publishers do. Their response was that too many world-wide collectors and dealers purchase the entire 6 volumes and therefore there is no need for that service. With the price of a single Scott catalog volume being what it is I wonder if Scott's justification is still valid.
A few years ago Michel had a program, maybe they still do, for creating specialized catalogs on demand. For instance, I could purchase Colombia, Ecuador and Venezuela and Michel would send me a bound catalog with just those countries. It turned out that it was cheaper to purchase the entire South America catalog then the on-demand version. The on-demand version was about 1 1/2 times more.

Michel still does on-demand.
My biggest problem with what Scott has, is that it's just a front end to a PDF. I was hoping for more. Especially monthly updates. And a searchable database. But I think that would require a complete change to the backend where they store the data, and the way they publish their catalog.

What I collect: Worldwide USED up to the 1960's, later years from countries that came into existence after then, like Anguilla, Tuvalu and Transnistria.
