I'm curious for any thoughts on these Helsingfors locals: The left stamp is perf 12.7, and the right stamp is perf 11.5. 12.7 could've been rounded down to 12.5, which is commonly listed as the measurement for most of these issues. These were forged by Fournier, at least, and perhaps others. I have more research to do, but I thought I'd share them in the meantime. Perhaps someone has already done all the research?

Yes, that's a great resource. I grabbed all the jpg files that make up the book a while ago...trying to translate was a real workout. In fact, I don't think I'm grasping big chunks of what it is saying. It is my primary reference for the fact that I should probably be expecting 12.5 perfs.

Both look all ok for me. Here's a rough summary from Finnish specialized Norma:
Your design was used from 1871 to 1881, in four different perforations (all with same colors):
Helsinki city local #3 has got roulette perf. 11
Helsinki city local #4 has got rough perf. 12½
Helsinki city local #5 has got line perf. 12½
Helsinki city local #6 has got line perf. 11½
Yours look like either #5 or #6, in which case they've got catalog value of few Euros. and retail more or less the same (in the end, you don't see these that often). But still... very nice find.

Finland HELSINGFORS local - probably a reprint, possibly a forgery. From what I’ve read, the sloppy merging of the two halves is indicative of a reprint. Compare to first pics in this thread. note - moved this post when I found this thread.
