Yes! Croatia. This is a Zagreb Autumn Festival label from 1913. Pre Yugoslavia, so that makes her Croatia!

This block of four imperforate issues supposedly from Croatia celebrate the 75th anniversary of the Universal Postal Union (UPU). As Croatia reverted to the former Yugoslav republic after WWII this is likely a fantasy issue....I've never seen them before! The block found its way into my growing Cinderella collection via an assortment of worldwide "back-of-the-book" Cinderellas and odd items I picked up last month.

Yes Fantasies. Produced I believe in South America by 'Free Croatians'. Many different colours, Perf, Imperf and sheetlets of 4 (like yours).
