I'm guessing this is from Yugoslavia. Pictures Petar II Petrović-Njegoš, Prince-Bishopric of Montenegro, poet and philosopher.
The Luminado auction site dates this at 1952, but since he died in 1851, and the label is dated 1813 (the year of his birth) - 1935 (122 years later), I think a safer bet is this is the anniversary of something relating to him. Any ideas would be appreciated.

Delcampe.net ( link) confirms a date of 1935 rather than 1952, describing it only as a charity label.

Hi All, To be honest I am not even sure if they can be called Stamps..... they sort of look incomplete I am referring here to the denomination or maybe I just can't see it - would anyone have any idea what they are all about ? Yes, Cinderellas are collectible but catalogues are few and far between. As @londonbus, who answered your question just before me, said it is nice to have a block of 4.
