Here is a set of Puerto Rico semi-official issues. Local private companies had contracts with the government postal authorities to charge a small fee in addition to rates charge by the postal authorities for the delivery of mail. Of course Scott does not list this issue, but they are listed in Sanabria's Air Post catalog since 1939.
