Crikey, you could write a tome on the history of the cover. Named after a similar named village in England, anciently known as the very centre point of England, the church there being apparently founded, by the naked postillion, Lady Godiva, whom spawned the name "Peeping Tom" when one of the lads, gambled a peek.

December- 29th Williamsport, Pa. {from my hometown collection}
Joseph S. Skerrett was a career US Navy man, retiring with the rank of Rear Admiral. His son, J. Taylor Skerrett worked on various engineering and construction projects by trade (perhaps in sales). Incidentally, the individual named on the cover at the beginning of this scan, Miss Frances R. Williams, was later to marry J. Taylor Skerrett, following which she was known as Mrs. Frances Rebekah Williams Skerrett (or Mrs. F.R.W. Skerrett, for short) as documented in the following history: query.nytimes.com/mem/archive-free/pdf?res=F60B14FF3D5C17738DDDAD0994D9415B8285F0D3December- 29th Dayton ,Ohio- 1922
Edward Schultz Sidney, Ohio.- Tobacconist. This man is the purveyor of Tobacco in the relatively small town of Sidney Ohio in the early part of the last Century. His genealogical information is sparse and thus far eluded me but his name and profession will be carried on by (I am also a Tobacconist and merchant by trade) in my Philatelic Tobacco Advertising topical Collection. This is what I was able to find on him. Most of you have already seen my modest sized tobacco advert covers and esoterica in this thread - thestampforum.boards.net/thread/1223/more-tobacco-advertising-coverscropped section showing census results:

December 29From Boston, Massachusetts on this date in 1888, the cover bears the 2c green, perf. 12 Washington issued September 10, 1887. This post card sent from Podmokly (now in the Czech Republic) on this date in 1913 with a 10h rose stamp from Austria's 1913 issue (Scott 115). On this date in 1945, the U.S. issued this 3c dark blue, perf. 11x10.5 stamp commemorating the 100th anniversary of Texas statehood. Lastly, a Pitney Bowes presorted first class meter from Valley Forge, Pennsylvania in 2011.

I really like the seriffed Month slug of Rock-Island. Very attractive. That's what drew me, in part, to the early cancellations of Egypt, on the Pyramids issues.

December 31, 1925 Folded letter from Mykhailo-Lokrobskaya to Moscow, addressed to the All-Union Trade Union Headquarters. The letter was unfranked, it was received in Moscow on 2/1/1926, where it was stamped with a rectangular “Pry vydache...” handstamp (indicating that a charge should be collected, according to the postage-due stamp). Manuscript blue-crayon “7” on front. Postage-due is collected by the use of a postage-due stamp (typographed, perf 12), obliterated at the “temporary” post office located on the grounds of the Trade Union Hqs. Interestingly (and conceivably because this is considered semi-official mail, exempt from registration charges) the due is not assessed at deficit (7k) + registration (7k), but simply at deficit. This is the last month of use of postage due stamps - such stamps were used in the Soviet Union only for roughly 2 years, i.e during 1924-1925.

The "Seibert cover".
Henry J. SEIBERT -served as a member of the first County Court of Berkeley County; he was elected for the short term in 1880. Prior to that date, the county was governed by a Board of Supervisors, one man from each district, seven members for the county. Henry J. Seibert was elected for the long term — 6 years — in 1890. The first county court under this system was composed of Blackburn Hughes, Jacob Miller and Henry J. Seibert.
