Ukraine issues these stamps called "Власна марка," which translates into English as "self-stamp" or "my-stamp." It's personalized postage. But it's done by affixing a label to the stamp that UKRPOSHTA prints the image of your choice on. As I do homework on various stamp issues for Ukraine to do my pages, one of the sites I visit is the Former Soviet Union New Issue site. Here is their list for Ukraine 2016: home.nestor.minsk.by/fsunews/ukraine/2016/index.htmlIf you go to here, you will see the 2016 self-stamp. This site always shows the label printed and shows a name, in this case it's St. Nicholas. Another image on their site, shows a full sheet of these with various icons printed on them: Since I don't live in Ukraine, I can't confirm this, but I think that perhaps UKRPOSHTA prints self-stamps with some kind of default label and makes them available at post offices in Ukraine for sale, and that is what this site is showing me. But since I live in the US and not in Ukraine, I have no way to confirm this. Does anyone know anything about how these self stamps are sold over the counter in Ukraine?

Does ukrposhta make these available at post offices? It would appear they are sold directly to collectors/customers. As mentioned ukrposhta provide a template (as shown above) & the customer provides or choses appropriate pictures/stamps to fill in the blanks

I'm just curious as to why that site specifically always has certain images. They do have kiosks in post offices where you can order these. I think they're print on demand. I wonder if the kiosks have some pre-loaded images you can pick from, and that is what this site is using. When I go to the order page on ukrposhta.ua, I don't see any default images.

I suspect there are some pre-loaded images available. If you go to the German eBay, Ukraine category, and type in a Michel number for any of the recent custom postage issues (1524, 1557, 1592) or type in "grußmarke", you get a lot of these with the same design -- the Ukraine post logo. Even though many are from the same seller so it could be his custom image, it's the same image used by Michel in their online catalog, so I suspect it's a default. If there's a Ukraine post logo default, there might also be a St Nicholas one.
Also, it appears as if the background designs were used across issues, as there are copies shown of 1557 and 1592 with the same background design you show above.

Thanks to this service you can print stamps with your own image. What I like about these is that it's stamp with a label. So, as a collector, I can mount it with whatever label I want, and I still get the stamp. In the US, custom postage is a full stamp, which leads to an infinite variety of collecting options.
