I found it in my albums. 
St. Vincent, Sc485 1½c Multicolored Stamp issued 7th February 1977 with SPECIMEN overprint. |

From the 1970s on, the St. Vincent Philatelic Service sent specimen stamps out to prospective and current customers. I have a couple glassines full. I will look for them and post them up. I think I also have the entire US presidents sheet overprinted Specimen. I'll look for these and try to get them posted soon.
