So let me get this straight. If I design an album (U.S.) ,or any album for that matter, I cannot sell or even give it away if I use Scott#'s below or next to an image to identify it? An if so, what's to prevent someone from say changing a Scott # as 526 to *526 or Z526 etc.

If you are selling multiple copies of albums. Scott would likely send you a cease and desist letter. You see personal albums with added numbers for sale / auction often.

If you add something to a Scott number, i.e. * or Z, it may not be considered a Scott Number. You have to check the copyright laws.
I agree with angore, you see all kinds of personal philatelic publications with Scott numbers.
