On January 10, 1938, Guatemala issued a souvenir sheet (Scott C92) to commemorate the 150th anniversary of the U.S. Constitution. The sheet consisted of four perf. 12.5 stamps: a 15 centavos portrait of George Washington in brown with blue frame at upper left (Scott C92a); a 4 centavos portrait of Franklin Roosevelt in brown with carmine frame at upper right (Scott C92b); a 4 centavos map of the Western Hemisphere in blue with carmine frame at lower left (Scott C92c); and, a 15 centavos image of the Pan-American Union Building (Washington, DC) in brown with blue frame at lower right (Scott C92d). The border of the sheet is inscribed, in Spanish, "Homage to the United States of North America on the 150th anniversary of their political Constitution" plus the dates "1787 - 1789" and "1937 - 1939." According to an article in the March 1938 issue of Boys' Life, the sheet was designed by Guatemalan P. Davila and printed by J. Enschede and Sons of the Netherlands. At the time of issuance, Guatemala was the second non-U.S. country to issue a stamp, sheet or set of stamps honoring the Sesquicentennial celebration.
