I'm trying to sort through some early Russian Empire, early Ukraine, and early Soviet Union stamps. I'm having trouble on two series, examples of which are pictured below (the others are like these but different denominations). They look unskilled in their design, and so I wonder if they are poor forgeries. Can anyone tell me about them?

In 1921 there was a shortage of postage stamps in the Far Eastern Siberia Region (Tschita). The Revolutionary Committee of the Amur Region allowed a series of postal stamps. They would generally be found in catalogs in the Local government in Vladivostok The series has 10 stamps from 1K - 50K and relatively common. About $2-$4 each Yours are #32 & 35. The variations of each value are plentiful.
