Looks to be 1881 or 1882 issue but the color description for the denomination 10 in either doesn't seem to be a match also a portion of a hinge remains- should I leave it alone or soak it off?

The perfs don't match either (not 14.5 x 15). The stamp is either from the 1927-29 issue (Scott 207) or the 1935 one (Scott 286). Both stamps are perf. 13, dark red & drab. Scott 286 has the wavy lines watermark.
