Open the PDF in the free Acrobat Reader then select Tools
In tools, select Comment
Set "Aa" to set font characteristics
Select the "T" and the cursor should change to an Insert icon For me sometimes it does not change to the Insert icon so I have to do it more than once to turn on entry mode.
You locate the cursor to where the text will start (visually center) and then type in the number. Save the file to save input
