I believe this to be a stamp of France, Edmond Dulac, born 1882 , so my assumption with what appears to be an 81 year of cancellation this is a 2oth century issue, but I scrolled and looked in Scotts with no luck until it's just a bunch of small colored rectangles ansd squares going by.....

The stamp is from the 1944/45 definitive series. The 1 Fr. value was issued on March 15th,1945.
