I have these two stamps, applied with a slight overlap would you leave on paper? or soak off- There is a spot on the paper that appears to have been once creased and this telegraphs through to the stamps,but aside from a slight line.... not sure it qualify's as a "crease" Two pounds.... must have been important?!?

Sorry to have been slow in responding to this Stan. You must keep these on piece otherwise you lose the complete cancel.
We can’t call it a postmark as these never went through the postal service.
I they represent fees paid for the CIVIL SERVICE EXAMS which is how candidates are still recruited for senior administrative echelons of our Civil Service .
