Could it be a piece of a page ripped from a South African passport? The background lettering looks like "-AFRIKA" as in Suid-Afrika.

Perhaps, but the 'broken" square" to the left seems to indicate some sort on monetary transaction.
Definitely looks offcial. It was included in a lot of France revenues I received from a seller in South Africa.
The faces on the stamp remind me (somewhat) of Metropolis

That broken square on the left was also one of the reasons I suggested passport. Hwaja (my wife) and I have similar stamps in our passports from entering and departing Korea. They usually indicate a time period, dates, etc. It is hard to say as there is not enough text left to figure it out.

Italian consular stamp, appears to be torn from a South African passport page (as noted by darkormex ). Likely used to pay some visa-related fee at the Italian consulate in Durban. While the date stamp cannot be seen, the amount on the stamps suggest it was used sometime during the decade following the end of WWII (my guess would be 1950s).

As khj said, I think this is an Italian passport page - the "soggiorno stranieri" in the top left means "foreign stay", indicating it would have been a visa stamp with consular stamps to pay for the application fee.

As Khj correctly said it is an italian residence permit in a south african passport, issued by the italian consulate of Durban. The two ‘‘marca consolare‘‘ are two italian fiscals specific for consular taxation, the time period is also correct in fact these two fiscals have been issued from 1948 until 1956.
