This subject was interjected in another thread. Perhaps worthy of its own.
My recent experiences have been that if an oversize (like 9 x 12) it can incur two different rates.
If flimsy, bendable it will be charged as an international letter non-standard rate (likely not the correct terminology but you get the idea.}
If with a non-bendable card stiffener, it will be rated as a package at a higher rate. Considerably higher.
I've had clerks debate the bendability issue.

Not in Canada, they only measure the depth of the envelope (+weight ad destination) and always ask if it is paper inside ! Just sent an oversize <200 g to California $5.67C and not bendable !
