I wonder if someone could help me find this stamp in Scott. I copied the Cyrillic into Google Translate and the "Detect Language" detected Ukrainian and Bulgarian. So I search Bulgaria and Ukraine (and Russia just in case) but didn't find it. Thanks in advance for all assistance.

I think it is a Russian official and not Scott listed. The double-headed eagle is definitely Russian and I believe the word гербовая translates to official in english.

The Double headed eagle with the crown between , holding an orb and Sceptre indicates pre-revolution Tsarist Russia.
I believe it is an Official Revenue Stamp to be used to pay a tax or duty on some documents and as it is not a postage stamp it will not be listed in Scott
Десяткой simply means 10 (Kopeks)
