Scott US 1895h is a black color printing error that was caused by the loading of black ink instead of dark blue.
Can't really tell from the quality of your pic. Better to provide a high resolution scan of the stamp on black background.
Because the field of stars in the error printing is lightly printed, it will appear more gray rather than black. If it appears all gray (OK for a little red leaching into the sides, that is not unusual), the tagging appears normal, and the stamp shows no signs/possibility of being a color changeling, then it might be a candidate for expertizing.
By tagging appearing normal, I mean the tagging is not badly faded, and is the correct tagging type (narrow block tagging) for the error. The stamp was produced with both wide block tagging and narrow block tagging. The known errors that I am aware of are from plates 8 and 9, which were produced only with narrow block tagging.

Does appear to be a candidate. I would also check it under filtered long-wavelength UV light -- check to make sure the paper "glow" is fairly uniform, especially around the field of stars. If the tagging under filtered short-wavelength UV light is the correct narrow block tagging and unmolested, I think it might have a shot. JMO
