I received this today as a "bonus" along with something I won at auction: Apparently metered mail. i passed censor to H Seal, Esq., "On active service"

I don’t believe this is “metered” Mail .
A soldier “ on active service” eg with the British Army in Egypt , would be entitled to write that on his mail and have free postage . His officer would censor it and sign (bottom left corner ) I think the small censor mark. Reads Deputy Chief Field Censor . It may have been censored then checked again .
It would receive the date stamp ( 31. 10. 43 ? ) once that had been done for onward mailing to Palestine.... not yet Israel in 1943 and under British Mandate . In 1943 the British Army defending the Suez Canal and fighting across North Africa was based in Cairo and governing Egypt .
