One more.... same post office Genova Ferrovia Italian post office rules . The stampings with the guller can only be done with the black color. The blue office pad is used only with rubber stamps, to endorse objects for internal office use or which are sent to other post offices, through internal channels.

So for the 5 Cent card above. It was recognised as deficient postage and temporarily removed from the regular cancelling stage for calculation of the deficit and marked "5" in blue crayon. ( is the T in hexagon an Italian Tax mark or a British one?). The card was then cancelled with the Blue ink pad Flag cancel before being put back in the mail and sent on to GB .
On arrival in London the 5c deficit was converted to one half pence and doubled to 1d and so marked by the INLAND SECTION (I.S.) and delivered to Glasgow Scotland where Miss Hood had to pay 1d .
That is very like the card that I sold !

I think the postmark with the flag is a mechanized one, however he too should have been black. Maybe it was a test ink, or a shortage of the proper ink..?
