Hi I am NO expert with Papua stamps. Can not explain/find info other than this....help

I would say that is "Scott being Scott". In Stanley Gibbons, the colors are listed as "black and green" and scarlet, respectively.
Note that Scott lists frame color first and then vignette color. SG lists vignette color first, then frame color.

I looked at images in StampManage and also Colnect and although they are not the best images the colors seem to match Scott - a lighter green and red. But, color variation is likely common.
