I’m trying to find what year Scott 3428 came out. It just tells me it’s part of the Distinguished Americans Series that was released between 2000-2009. I’ve obviously been able to find the information elsewhere. But I shouldn’t have to. I should be able to find it in the Scott Catalog.

The Scott US Specialized will list the date of issue on the same line as the catalog number. 8Mar2006. (but see below!)
The Scott Standard catalog lists it in the footnotes at the bottom of that set of listings. In the footnotes, I find it annoying that Scott lists the issue date using denomination, but will use the Scott catalog number if there are stamps in the set with the same denomination. Makes "sense", but maybe they should just use catalog numbers instead of denomination.
Here's the kicker -- Scott WW Standard catalog has the issue date as 2Mar2006!
I'm referencing 2018 Scott catalogs for both. I haven't bothered to check which date is correct. One of them must be a typo.

Mystic reports it as March 8, 2006. I do not know if all that required clicking at VSC is intentional or not. It seems overly complicated. The best source I knew was in Linn's Stamp News and they have an online version at www.linns.com/insights/2021-u.s.-stamp-program

Stampworld lists two issued on the 8th of March 2006 - Salk & Sabin self-adhesives.

Amos (Linn's & Scott) got it wrong when it announced, in January, that the issue date would be March 6th. Perhaps that was the date initially projected for issuance; however, it ultimately occurred on March 8th. Postal Bulletin 22174 (Feb 16, 2006) included the Stamp Announcements for both the Salk and Sabin stamps (06-6 and 06-07, respectively) and each had an issue date of March 8th.
