1922 USA 2cent red W. This scott 554 -stretched as rotary

Since it has P11, it must be scott 554 or scott 595. The back says 554. It is a plate.

plates are 18.5-19 * 22.0. Min 554 is 19.50 * 22.10 mm.

How are they stretched when there is no rotary?

rotary coil waste is found on the same measure, are any plates 19.50mm wide? (Rotary 19.75mm)
