I received this recently and thought it unusual that the stamps had already been canceled before mailing. I asked the sender about it and was told that Israel stamps are available to subscription holders with pictorial Israel postmarks, and that they are still valid for postage.

I think the sender was lucky and now you are too to have such a strange and interesting cover. CTO's cannot be used for postage here so I am not sure why the seller thought that.

Edit: I am going to check with the IPS to see what gives and how a registered envelope can be sent like this. It's a bit weird !
