These are indeed Ukrainian stamps, from 1921, YT#138, 140, and 142. All listed as uncirculated in my catalog.

I just get confused on these terms. Was it considered a “real” stamps for use but was not actually released for some reason. David

I understand they were printed for Ukraine, but were not used because Ukraine was absorbed into the Soviet Union. A set was also prepared for Belarus and only found use on album pages.
The Scott specialized classic catalogue mentions them as part of a set of 14, worth a total of $5.

I forgot to add that the price is in amer.dollars for 2009. Now in Russia, such a complete series with perforation can be bought for $ 8-10. The issue is quite interesting, but there are a lot of falsifications.

On August 27, 1920 the Ukrainian National Republic (UNR) Government-in-Exile in Tarnow, Poland decided to replace all Ukrainian postage stamps with this new definitive issue. This 14-stamps set is known as the Vienna issue. They were printed by the Military Geographic Institute in sheets of 100 and 1000 using lithographic zinc plates. All the stamps were designed by famous Ukrainian artist Mykola Ivasiuk. This issue was never released. By the time the stamps were ready for delivery end of 1920 the struggle for Ukrainian independence under the leadership of Otaman Symon Petliura was over. The perf set is relative inexpensive and easy to get. I have not seen any forgeries of these stamps but many sell the printer's waste as proofs and charge a premium. I have both perf and imperf sets.
