Sometime in the 2000s, Ukraine began to issue limited edition imperf souvenir sheets of of existing souvenir sheets. They're usually only printed in a limited number of stamps, usually around 3,000, sometimes less. These sheets started out as issues you could buy at national Ukrainian stamp expo. Then they were changed to only being available to people who signed up for their subscription service. That lasted till 2020. In 2021, they issued a commemorative booklet that included all the stamps for the year, that includes all the stamps issued that year, and includes this year's imperf sheet. The 2021 sheet looks like this: The 2021 Book is already sold out, so the only way to get these is from someone in Ukraine selling them. And I see them pop up on eBay all the time, so I think it's stamp dealers that snatch up these imperfs.

Ok, I was mistaken. 2021 is WORSE than I expected. The imperf sheet above was available to philatelic subscribers. There were 3600 copies available. Another 400 copies were overprinted with the words "УКРФІЛЕКС ОДЕСА 2021" which translates to "UKRFILEX ODESSA 2021" which is the Ukrainian national stamp expo. And finally another imperf was released: This imperf only has 1000 copies, and comes with the "2021 Postage Stamps of Ukraine" book. So, if you're a Ukrainian collector and want all the 2021 stamps it looks like you need to: 1. Get a standing order subscription account to get the first imperf. 2. Go to the stamp expo and get one of the 400 copies available there. (Maybe. Need to see how MICHEL catalogs this.) 3. Buy the book, which will contain all the stamps you already have, minus the bird imperf sheet. I don't understand the logic behind this artificial scarcity crap. If you print it and make it available, we'll buy it. By making only 1000 imperfs available, you're leaving money on the table. You could probably print 5000 and sell them all.

So, I just thought of something. The 1000 copy imperf sheet that's going to come with the postage stamp book, that book hasn't been released yet. So, technically that's going to be a 2022 stamp, not a 2021 stamp.
