Newspaper stamp1908 imperf

Hello fellow stampers. Can someone identify?
Whilst sorting through my Austrian pile I came across the following:
Newspaper stamp, Mercury 2h. Green.  It is identical in style as the 1908 imperf issues.
Can't mistake it for a blue shade.
Done a Google search, nothing.
Is it postal stationery/wrapper?
