I am missing 2 stamps from Ukraine 2021. Buying from a Ukrainian stamp dealer is not possible for obvious reasons. So, I found the stamp I needed from a seller in Lithuania.
The seller sent me an email that basically says he doesn't guarantee delivery. He says he put them in the mail, but will no provide tracking and he's not responsible for if items get delayed, lost or stolen in the mail, or they never arrive.
I went back and read through the listing, and they say, if you pay an additional $3.00, they will provide tracking number. But nowhere in the listing does it say that if you go for the $2.00 shipping option, that they do not guarantee delivery.
Seems kind of sleazy to me.

I'm not worried about it. I'm sure the seller is trying to cover his own ass. But it was odd to get an email that says "If it doesn't arrive, it's not my problem."

I am afraid it is his problem if he wants to continue with ebay. Ebay is biased to the buyer who has the right to expect the goods paid for or a refund if it does not arrive.
The Seller is the loser in any such dispute unless he has sent with tracking ( or the equivalent of registered,) I have been the loser on one or two occasions recently where the buyer claimed not received and I have had to refund. As I usually get a Certificate of posting, Royal mail has investigated and refunded me eventually, but it is a hassle for the seller to claim or just write off the loss.
In any case the buyer is covered despite the seller's apparent disclaimer. It is in effect meaningless. I guess he hopes it will discourage the odd scammer who gets the item but then claims "Not received" as well. There are some of those petty crooks around.

What I collect: I collect world wide up to 1965 with several specialty albums added due to volume of material I have acquired. At this point I am focused on Canada and British America. I am always on the lookout for stamps and covers with postmarks from communities in Queens County, Nova Scotia. I do list various goods including stamps occasionally on eBay as hdm50

As others have said no matter what the buyer states eBay will back the buyer if the item does not arrive. The email from the seller would be just trying to cover his butt and hope that you will accept his terms. If the seller has a lengthy history on eBay I would not be concerned. If you decided to pass on a tracking one would hope you would accept the risk.
As a long time seller on eBay I only once won a dispute over a missing item.( Basically I just refund and except it as a cost of doing business.) My one exception was a sale of 2 sterling silver items to a Mexico City buyer. Shipping with a tracking number would have priced the item out of the market. The buyer did not wait a reasonable time for arrival and entered a claim. eBay refunded and when I complained not enough time had passed they reversed the refund. Within 24 hours they reversed the decision again and refunded the buyer. I would have walked away but upon checking the buyers history it became evident that mail delivery to him was a problem. I called eBay again and after explaining the buyers history they gave me my money as a one time goodwill settlement. I have since put Mexico on my no ship list of countries.

The order was small. I was not planning to file a dispute if the stamps do not arrive. I think I spent less than $5.00. The email just was a WTF moment for me.

It honestly doesn't matter. If you pay through Paypal, you get your money back no matter what the seller says. Even eBay is going to push the seller to return the money if you just file a complaint. I know that sellers are trying to reduce the cost of shipping, but it doesn't provide them any protection at all. If it doesn't arrive, they're still going to lose.
