No,the card is not Koban-related.Kobans were issued between 1876 and 1892. Next was the "Kiku"-series,issued from 1899 till 1907. Followed by the "Tazawa" - series from on 1913,first un-watermarked.
Cant read the date on the cancel.But as it is a foreign-mail cancel it should show the western year-counting. If it is (19)19,the stamps should be the watermarked "Zig-Zag Lines" issue from 1914 (large die).
