In the last month, I have purchased two more expensive items that were sent with USPS tracking - all within the U.S. In both cases the items never arrived and have been missing for more than 45 days.
When I asked the sellers, an ebay dealer and the APS Stampstore for shipping details they both sent me a USPS tracking number. I used the tracking tools on the USPS web site and found that both shipments were delayed in transit. In both cases, a request was made to search for the items, but they were not located. The ebay seller refunded my money and is applying for the insurance payment from the USPS. I am still waiting to see what the APS Stampstore will do. Their item is not officially listed as lost, it just has not been delivered.
Has anyone else had this problem, and is there some solution you can suggest? I would like to actually get the stamps, but don't know how to get the USPS to find the item.

I had one package many months ago that landed in a distribution center outside of Chicago. It sat there for WEEKS. The delay was blamed on Covid and other issues, but once enquiries were placed all of a sudden the package miraculously appeared back in the system and moving towards Florida.
So best advice is that the senders file missing mail documentation and hope for the best. The buyers, of course, should as you mentioned be issued refunds.

kgvistamps, thanks for your post. Does the USPS tracking tool indicate the last place that the item was known to be? If it does, and if it is anywhere near you, it may be possible to go there and get someone to look for it. There was one occasion when an item was being returned to me after a failed delivery, and it was missing in action for 3-4 months. The last place it was known to be was a USPS distribution center not too far from where I was living, and I went there, and one of the employees searched for it, and eventually found it.

I have had problems with USPS tracking with expensive purchases from France and UK.I was able to track both letters and they all arrived at the ultimate office in Miami.I then received texts saying there was a Delivery Exception and delivery would be delayed.After a delay of almost 2 weeks,the situation had not changed and I called USPS Customer Service.They advised me that the letters could not be delivered as the address was not shown on either letter.Both sellers sent me scans of the envelopes,with delivery address written on both sides of the letters.USPS told me the letters would be returned to the sellers.I have checked with both sellers and the letters have not been received.The seller in France reluctantly gave me a refund but said he would no longer mail to USA,as this has happened before.I am still trying to get a refund from the UK seller. I have just checked again on the USPS site and it still shows the same information.Nothing about letters being delivered or returned.

I had an order from Belgium that was lost in the system for several weeks. Turned out the sender had placed his return address on his invoice and it was just visible in the window of the envelope, and the USPS marked it as undeliverable, return to sender. Eventually letter made it back to Belgium, had it resent to me with only my address visible in the envelope window, and in the end I received the order safe and sound.

I've stopped using USPS for any stamp shipments. I'm approaching $10,000 of lost auction lots from Germany this year alone. I'm able to get my money back from the auction houses, but the irreplaceable rare stamps are presumably gone forever.

The last item I ordered in the US was lost. The seller only delivered within the US, so Beryllium Guy had very kindly allowed me to use his address in California while he was over there during the Christmas break. The tracking said a delivery was attempted, but no notice was left at the delivery address and the package could not be retrieved. I won't be doing that again.

Yes, Xavier ( hrdoktorx), I had forgotten about that incident. It was a strange one, because USPS claimed to have attempted the delivery once, but they didn't leave the claim slip in the mailbox that they normally should have, which would have allowed me either to schedule a new delivery to the house or take the claim slip to the local post office and collect the item. I even spoke to the regular mail carrier about it at the time, and he said that another carrier had handled his route on the day in question. I had previously received shipments for Xavier on 2-3 other occasions with no problems, but that last one went wrong, and it seems that USPS managed to bungle it completely. It shouldn't have been an issue, but it ended up being one. Sorry about that, Xavier. I don't blame you for not wanting to try it again.

Wow, all those problems! Fortunately, only one letter to me has been lost. Coming from Romania to Canada, it never reached me. It had around $10 in new issues.

I have had many issues with the postal facilities in the Chicago area. Many of the Chicago city offices will not scan a package unless you wait in line for a receipt (I now use a local suburban office where I can just drop things off and know they will be scanned as received). The next problem is the sorting facilities, many of them may not scan the packages as they are processed in the facility. You then need to wait until it shows up at the local receiving facility to know where it's really at. It seems to be a bigger problem on anything dropped off on a Monday. I had one shipment sent to Puerto Rico that seemed to be lost for two weeks (sent on a Monday), so I sent a replacement (on a Wednesday). They both ended up arriving on the following Monday. Most times my request for Missing Mail Search seems to prod them to find an item and get it delivered within a few days.

Thanks for the advice and comments. I did file a missing report and here is the answer I received in the form or an email with the heading "Your USPS Service Request Has Been Resolved!":
This is in response to your inquiry regarding the delivery of a package. Please accept our sincere apology for any inconvenience this matter may have caused you.
The Postal Service is aware of the frustration and disappointment caused when we do not live up to our commitment of safe and reliable mail service.
i see that the package in question hasn't received any other tracking on it. It hasn't arrived at our facility as of yet. Once we do receive the package we will deliver accordingly.
An apology is no substitute for good service, but I want to offer one on behalf of the Postal Service. We appreciate your reporting this matter to us. It helps to know the kinds of difficulties our customers have so we can work toward improvements. The information you have provided will be shared with management as they continue their efforts to improve service performance in your area.
Thank you for the opportunity to address this matter with you. If you have any questions, please contact me.
They then sent me a customer satisfaction survey which did not get a good response. How can something be resolved when all you did was confirm that it was lost?
I am still waiting to see how the APS resolves this matter, but I did complain to them that they might as well put "Steal Me" on their envelopes. They are clearly not concealing the contents in the manner that they package the items.

Did you do this as a help request or a missing mail search request? If you do it as a help request it gets sent to your local post office. They drop it if it hasn't arrived at their facility. The missing mail search request goes to the main office in Atlanta, who do a systemwide search.

I used the USPS form to submit my request. I think it went to their offices and not the local post office.
In the meantime, I did find out that the APS Stampstore will issue a refund for a tracked item that is missing for 45 days.
Ultimately, I now realize that USPS tracking is only good for satisfying ebay's proof of shipment and deliver requirements. There is no actual tracking, but the buyer knows that an item has been shipped, and the seller can determine if the item is delivered. If it gets "misplaced" in transit - no one knows anything. I plan to always use Certified mail for any of my shipments that need actual tracking.

I have lots of issues with the USPS when it comes to actually getting mail. And a lot of packages seem to disappear for no apparent reason. Our carrier also has an issue with numbers, apparently, and delivers the neighborhood mail (there's 12 houses in our neighborhood) wherever she feels like. We have to meet and switch the mail that's not ours.
I've come to the conclusion that the USPS here in Atlanta is nothing but a works program for the feckless. I avoid then as much as I can now. And considering who the Postmaster General is, it doesn't shock me at all.

Today I had a tracking alert that said my package from Iowa that was supposed to be delivered yesterday is being forwarded. Now I know the address was correct as the dealer cuts the shipping info from the invoice - he’s shipped to me recently. Perhaps they put it on the wrong truck?
I requested that a recent pricy purchase be sent using FEDEX courier.

A follow up to previous post regarding Delivery Exception message from USPS.The package eventually arrived but nothing has been changed on the USPS site.I enetered the tracking number again and still got the same response..delivery will be delayed due to Delivery Exception.I was previously told that this package would be returned to the sender in England.I had already contacted him to ask about a refund but he had not started a refund process.I am curious to see what would happen if a refund process was started.Would USPS be able to deduce the package had been delivered ? I am just relieved that I received the package.

Unlikely, because they're dysfunctional and their systems don't talk to each other.
Over the last several years, I've filed about a dozen missing mail reports for registered parcels coming from Germany that got lost in the NY ISC. A couple of those packages did eventually arrive, but I never stopped getting emails saying they hadn't found those packages yet.

Does anyone remember when Harry Winston MAILED the Hope Diamond to the Smithsonian? That was a shout out to the postal service for being so trustworthy and reliable. Pic of the package follows. What the hell happened to our postal service?

I have no idea what's going on, so many shipments out of Europe just delayed and have seemingly dropped off the map once hitting the United States. We're talking easily a month.
Having said that, I have had great luck with a seller in the Netherlands who doesn't use registered mail, things show up in 5-7 days, which is actually quicker than the mail within the United States for quite a few locations (the Pacific NW got the "treatment" from the recent USPS "reforms"). Portland has a direct flight to Amsterdam, so I wonder if that plays a part?
The wheels of global commerce are in bad shape.

What the hell happened to our postal service? Thanks for that, Terri, I guess I either didn't know that about the Hope Diamond, or I forgot it. In a similar vein of a more philatelic nature, I would add that Arthur Hind, the Englishman who settled in the US and owned the 1-Cent British Guiana Black on Magenta from 1922 until the 1930s, used to routinely send the stamp via US registered mail to be displayed at shows and exhibitions, and it was returned to him the same way. Ironically, it was his practice of sending the stamp by mail that ultimately cost him his prize. When he divorced from Mrs. Hind, he got the stamp collection, but she got the house and everything in it. As it turned out, the stamp was sitting in the mailbox at the time, having been sent back from an exhibition, and the court awarded the stamp to Mrs. Hind under the terms of the settlement. How about that?
