In some of the French catalogs, deeply back of the book, you will find a category of revenue stamps for licensing radio broadcasters.
These are revenue stamps, but with an art deco flair. They were printed for 1935, 1936, and 1937.
Here is a card using one of the stamps for a broadcaster in the village of Poteilla, near Perpignan.

Attractive stamps. Are these cards proof of an annual fee payment to broadcast on short wave or are they a French equivelent of QSL cards.

I think they are a licence to have a domestic radio receiver “ recepteur de radiodifusion”. Ie what in Uk we called an annual “Wireless licence”.
Like our TV licence it pays for the state sponsored broadcasts ,
So not a transmission licence , and not a QSL

appareils radiophoniques is any type of radio, by translation - but I am not a pro translator but since I have been french Canadian for more than 70 years, that is what comes to mind....but french from FRANCE will vary(a bit) - however the french wording posted was from FRANCE....?? if you google the french word you will end up with "radios"...

I purchased these from a seller in the UK last year They never showed up (until today). The seller refunded my money and I have contacted him to return it. The envelope was tore up and looked like it had gotten but the gum of the mint stamp is still undisturbed.

Rough experience stainlessb. If these revenues are rare to obtain and you didn't pay that much, I'd consider holding on to them. I hope everything turns out well for you in finding replacements. Interesting thread. They are attractive stamps and do have that art deco vibe.

What I collect: I collect world wide up to 1965 with several specialty albums added due to volume of material I have acquired. At this point I am focused on Canada and British America. I am always on the lookout for stamps and covers with postmarks from communities in Queens County, Nova Scotia. I do list various goods including stamps occasionally on eBay as hdm50

fazeman I read this that Stan is glad to have the stamps and wants to resend the money to the seller rather than return them. I have been down this road myself stainlessb. My challenge was finding the name of the seller in my lengthy buying and selling history over the many months when it went missing. In my case the envelope was fine. It must have just played hide and seek for several months. Sadly none of the lost items I have shipped in 24 years of selling on eBay have been reported finally arriving. There have been at least one a year. I have a missing one to South Korea at the moment. The same buyer had bought another item from me that arrived from Canada in a week. It was mailed after the missing item. The missing item was mailed 3 weeks ago now.

it's apparently not a simple task to "reverse" on e-Bay. I tried including my e-mail in "code" in a message (through e-Bay) but their bots picked up on every attempt and wouldn't send the message until i removed my "secret embedded code....."
I definitely want to keep them. I do not see them offered all that often and the the fact that 2 are cancelled with clear dates make them (for me) more desirable.

I have run into this challenge as well Stan. Possibly PayPal may recognize the seller name that would allow you to then send money. Mailing a money order or cash would be another option, that is assuming there is a return address on the envelope. I recently had a customer that agreed to buy multiples of an item they had already paid for. I refunded the single stamp and tried billing again with the add on. eBay would not allow a rebilling of a cancelled order. In the end we had to go with me creating a new listing with a Buy-It-Now for the lot. Once set up I advised the buyer who quickly paid before someone else jumped in and bought the lot. This may be the easiest fix.
