The Philatelic Congress of Great Britain was first held in Manchester in 1909 and celebrated the Centenary year [not the 100th Congress], again in Manchester in 2009.
One of the most well known Congresses was that of 1940 when it was closely associated with two major Exhibitions ! I have just written a long piece and lost it when I clicked 'create thread'. So, Here is a piece I wrote elsewhere. As it is so closely tied to other events the writing has Exhibition connections too, even more so. Items from the Exhibitions will be shown on the appropriate thread.
A major Stamp Exhibition for Great Britain had been in the planning since the mid-thirties [1930's]. Because of the outbreak of World War II, it was decided to cancel the event, due to have been held at Earls Court [The venue for Stamp Show 2000].
However, the Royal Philatelic Society wanted to celebrate the Stamp Centenary and so began to organise an Exhibition on a lesser scale to the Original. The British Philatelic Congress was due to have been held at Earls Court too, running alongside the Exhibition. Sir John Wilson, then Keeper of the Kings Collection and President of the RPS, was Chairman of the organizing committee for the new show. The Congress was moved to Bournemouth on the South Coast of England, as it was assumed to be a safer venue to London during war. Stamp Dealer and auctioneer Robson Lowe, a resident of Bournemouth and Congress member decided to organize an Exhibition to run from the last day of Congress [May 6th, 1940] and until May 11th. Both Congress and the Adhesive Stamp Centenary Exhibition were held at the imposing Royal Bath Hotel. The Stamp Centenary Exhibition, organized by the RPS was held at Lancaster House, Westminster and ran from May 6th to May 14th. Congress was not held again until 1946 in Brighton.
A number of Philatelic Souvenirs were issued for both Exhibitions and also for the British philatelic Congress. Here are two lovely sheets issued for Congress.

I've had similar experiences; however, if I press "create thread" again in the same category, the "load draft" function pops up and asks if I'd like to restore what I'd been working on. That mishap explains why your post has the first Congress being held in 2009 vice 1909.

3 sheets were issued: Normal, SPECIMEN and Blackprint.
The numbered Blackprint sheet was issued in a limited quantity of 100.

1963 Congress in Scarborough, Yorkshire.
Exists in 4 colours. Apart from the sheet shown, in Red, Green and Black.
I have only scanned the Blue...sign of laziness ? Who knows !

I asked in another place here at TSF if the items below belonged...........and the answer is that they belong here !! Sort of.
Gerald King of Fantasy Philatelic fame was asked by the Organizers of Congress, The Revenue Society, to produce a label for affixing to the Congress Dinner Menus in the 2000 Event in London. I do not have an example of the Menu but I can show you some extras that were produced as Proofs/trials for those labels. The top pair come closest in that the colour and 'SPECIMEN' overprint are right but the example shown is Imperf between.
The bottom items are of similar design are Proof/sample examples.
It was very bold of the RS to commission Mr.King to produce these for Congress and are a worthy addition to any Congress collection.

BIRMINGHAM 1911. 3rd PHILATELIC CONGRESS OF GREAT BRITAIN. This was held in the Grand Hotel, Birmingham from June 7th-June 9th, 1911. It was hosted by the Birmingham Philatelic Society. Labels were produced at the event by Lithography. It was interesting to note that, as with most Congress meets, trips were arranged to local places and on this occasion they were to Cadbury (of Chocolate fame) and Warwick Castle. The Congress labels show Birmingham Town Hall in the central 'Vignette'. Londonbus1

Londonbus1 LB1, thank you so much for the time spent restoring the posts in this thread. They are wonderful! I have now gone through the entire thread retrospectively, and enjoyed every bit of it. In repayment for your efforts, I will make some further posts either tonight or tomorrow which should hopefully be of interest to you, although I know that the work week begins on Sunday in Israel, so it may be a few days before you can enjoy them. Anyway, thanks to you, LB1--the thread looks great!

Leafing through a binder of world covers at 4:30 this morning (insomnia!) I came across these covers I acquired a few years ago. I know they aren't cinderellas - please forgive me - but I thought them appropriate to this thread, none the less. Four cachet'd covers from the 32nd Philatelic Congress in Royal Tunbridge Wells in 1950. Don't you just love those British place names???
