The red probably indicates the location of the picture: Jiangxi, Xunwu. Xunwu is a county in western Jiangxi province.

江西, 寻乌 Jiangxi, Xunwu 中国蜜桔之乡 home of Chinese 蜜桔 (a type of tangerine, literally honey/sweet orange, it's probably a local nickname rather than a formal name, and may not be what is actually pictured as there are more than one variety planted in Jiangxi) Not sure of the full meaning of the last line. Something about export. Perhaps part of the line might be the name of the company or group? About 4-5 different varieties grown in Jiangxi are mentioned in the report USDA PRC Citrus Annual

OK, last line appears to be 中国脐橙出口基地县 base county for export of Chinese navel oranges There is a document on PRC government website for Xunwu that includes the exact 2 lines of the postcard. The document discusses some sort of promotion/campaign. Unfortunately, the document cannot be directly accessed. When I tried to go back and get excerpts, I found that I was blocked. I guess they're onto me! The document did include a 3rd slogan 绿色生态果品生产县 (green ecological fruit production county).

Based on the internet pics below, I would say the postcard most likely shows the navel oranges rather than the sweet tangerines. But not sure of the variety. 寻乌脐橙 Xunwu navel oranges 寻乌蜜桔 Xunwu sweet tangerines

Xu Wei (PRC) collects fruits on stamps, on Facebook. Maybe you can ask him to join and provide a more accurate translation/info. I am not a native speaker/reader, so I had trouble with the last line.

khj got pretty much everything right. I will repeat: (On the right, red font) 江西.寻乌 Jiangxi, Xunwu (location) (On the left, top row) 中国蜜桔之乡 home of Chinese 蜜桔 (On the left, bottom row) 中国脐橙出口基地县 base county for export of Chinese navel oranges 「中国」= China / Chinese 「脐橙」= navel oranges「基地」= base, especially in 'military base' 「县」 = county (administrative unit)The whole phrase can also be rendered in English as 'Chinese navel orange export base county'. You guys got everything right.
