No, the Austrian series of blocks of classical stamps started in 2016. I suspect there's a twelfth one planned just before the WWI years and they might close the series with that.

Norway 1995: 350 years of Norwegian Post Office
According to my Michel 2010/11, this is "1195, type II" (no impression of 15Ö stamp under the lyon's stamp), much scarcer than the normal "type I"
