Germany (just one today) the 10pf President Theodore Heuss definitive, issued January 31, 1954. Scott #708 : Michel #183x (plain paper)
You just have to love Scott catalogues - they mention varieties in this series, including 708b... but here's no 708b in their listing! I wonder what 708b means to them! Maybe they meant 708a. Spurred by your comments, I took a look in my own Scott 2013 WW Catalogue. They do, indeed, refer to 708b but do not show it in the listing. I even skipped ahead to the section on 1960 since it stated that the fluorescent paper was used for that issue starting around that time. I found another note referring to 708b among other stamps, but still no indication of what 708b actually is. Sc708a refers to a booklet pane, but like you, I cannot tell if they meant that or if they are referring to another stamp. Or if 708b is supposed to be the same stamp on fluorescent paper instead of plain paper. But if that were the case, why wouldn't they put 708b in the listing that way? Bottom line: I don't know! My next best move is to tag others who may be able to tell us: Ryan, mikeclevenger, PostmasterGS, hrdoktorx, salentin, blaamand, others? Anyone know about this?

In the YT catalogue, this stamp is #67. They do quote #67a which is the issue on fluorescent paper, and #67b, which is the booklet issue, recognizable as having the watermark rotated by 90 degrees. Nothing else.

Ah, trying to decipher Scott's Germany listings. An exercise in futility...
I checked the oldest Scott catalog I have on-hand, 2005, and the error was there at that time as well. As to what it could be, it's hard to say. Scott's listing doesn't match-up well with Michel's, so it's difficult to determine what Scott could have been referring to.
Of all the Michel varieties of stamp and booklet panes containing this issue, there aren't two distinct non-fluorescent paper varieties that have identical fluorescent paper varieties.

There has been a line dropped from the catalogue, presumably accidentally, at some point in the past. My old 1975 Scott catalogue fills in the gap - back then there was a listing for both 708a (booklet pane of 9 + one label, 4 of the 10pf green Heuss stamps & 5 of the 20pf red Heuss stamps) as well as 708b, which was a booklet pane of 10 stamps, all of them #708, the 10pf green Heuss issue. Back in the day, Scott didn't give out too many minor listing numbers in the regular worldwide catalogue. USA, Canada & GB always got minor numbers for tagged issues, and booklet panes like this one got minor numbers for most (all?) countries. There were notes in the listings for western European countries like Germany which had fluorescent paper issues, like the note here which gave the cryptic reference to 708b, but they have still never received their own minor numbers in the listings even though it was a sort of tagging. I don't find much use for that 1975 catalogue but I had to pick it up when I saw it offered for sale - it has sentimental value for me, as my local library branch had that catalogue in the regular loaner section and I was continually borrowing it as a young collector. For all the years I was going to the library, that was the only edition ever put on the loaner shelves instead of in the reference section (and the reference books weren't allowed to be borrowed, they had to stay in the library all the time). Ryan Ok, with further investigation, with the info Ryan has given us, I translated the Michel Catalog listings for the booklet panes. The booklet panes, (708a), that consist of 9, 5, or 4 of the 10Pf stamps, are all non-fluorescent booklet panes. The booklet panes that consist of 10 of the 10Pf stamps, (708b in Ryans old album), are all fluorescent stamps. Thus, the 708a would be a non-fluorescent booklet stamps and the 708b would be a Fluorescent booklet stamp.

I also had contacted Scott to ask about this missing information. their response was:
"Thanks for your e-mail. We are in the process of moving our offices and all of our old catalogues are currently boxed up, so I cannot research this matter at this time. I don’t know if there actually was a Germany 708b that was listed at one time and later deleted. I don’t know if No. 708a was being printed after 1960, so I can’t automatically assume that the footnote was referring to this booklet pane.
Can you inquire about this in September, when hopefully, we’ll have the old catalogues back on our shelves again?"
I will try again in September, just to see what they say.
