Cover posted from Moscow (1st expedition, serial “K”) to Vienna. Franked correctly at 14k with 2x7k "soldier" definitives. The return address provided is: “Chemical factory Bersol, Ivashchenkovo (later Trotsk [1919-1927], later Chapayevsk), Samara on Volga”. This was a joint-stock project of the German company GEFU and the Soviet company Bersol for the production of chemical weapons, particularly yperite.
The sender, Jos. Zocher, was an Austrian engineer for (presumably) the German firm “Wumag – Waggon und Machinenbau Aktiengesellschaft Gorlitz”, working in various projects in the USSR in the 1926-1930 period.The correspondence is addressed to members of his family in Vienna. 4-page letter included (sorry, no translation available).

April 9This stampless folded letter (c. 1852-54) bears a 32mm black 3Paid CDS from Indianapolis, Indiana and a red PAID handstamp. General David Reynolds served as the Adjutant General of Indiana from 1845 to 1849. He was subsequently sent to Washington to make a settlement for money that had been advanced by the State during the war with Mexico (1846-48). This official stamped envelope (Scott UO73) was postmarked in Wurzburg, Germany on this date in 1984.

April 10Austrian 5kr stamped envelope postmarked in Cerhovice on this date in 1888. Now Cerhovice is in the Czech Republic. This date in 1947 saw the issuance of a 3c purple, perf. 11x10.5 stamp commemorating the 100th anniversary of the birth of Joseph Pulitzer (Scott 946).

My breakdown of the total charge of 4R 7k is as follows: 1. 2% of the C.O.D, i.e 2%x150R 95k = 3R 2k 2. 40k for insurance for the 200R declared value (i.e 25k for the first 100R + 15k for the next 100R, as per the rate of 1/1/1905). 3. 65k for the weight charge of the parcel, which is presumably 11 funts (third weight category within zone 1).
Quite the change in insurance rates from then to now - they were paying 0.2% of the declared value for insurance, but with Canada Post, parcel insurance is 1.8% for domestic parcels and 2% for foreign addresses. 10 times as much! Ryan

Cover from LENINGRAD / OCT. VOKZ. oval canceller (vokzal=station) to Bogota, Colombia, through Buenos Aires, Argentina (15/5/1926). The cover is backstamped with several interesting cancellations in Bogota (red, violet and green), all presumably on the same date (6/7/1926).
Given this late date, I would presume that these are return expedition postmarks back to the USSR. This is corroborated by the crossing-out of the original address in Bogota, the handwritten inscription of a return address in Leningrad (which is also translated in Cyrillic upon arrival in the USSR). The cover is franked correctly at 14k with the Decembrist commemorative.

Imperial postal card from Kishinev / Chisinau, Moldavian Democratic Republic (Romanian-occupied Bessarabia, on April 9th the union of the Moldavian Republic with Romania had been proclaimed) to Iasi, Romania (25/4 – Iasi was then the administrative center of Romania, because Bucharest and a large part of the country had been occupied by Austria-Hungary). The card is franked at 10k with the addition of a 7k Arms – this is the postcard rate introduced by the Central Rada in the Ukraine in January 1918 and presumably applicable in Bessarabia as well. The franking is cancelled by a postmark reading: OFIC.TEL.POSTAL MILITAR / DIVIZIA I VANATORI, an FPO cancel. A military unit seal at center of card, indicating free dispatch? Censored in IASI (type “C”), written in Romanian.
Scarce usage from this interim period of transition between different postal systems. It is possible that pre-franked postal cards at the Kishinev post-office were used as blanks by Romanian military personnel.
