Sorry  Pulled the trigger too fast What is the Non-Machinable Surcharge for First-Class Mail? A nonmachinable mailpiece is sorted outside of the standard automated mail process. A surcharge applies because it is more expensive to processes. |

March 22, 1991 US Scott 1859 postmarked March 22, 1991 in Shreveport LA. This was the water bill on a very small postcard, part of it was torn off (perforated) when paying the bill.  |
