I guess that "Fellin" was the Baltic-German name of Viljandi, a "Pernau" was Parnu, "Dorpat" for Tartu or "Reval" for Tallinn.

November 9, 1943 ... and another FDC in the Overrun Countries Series, this time Albania, was cancelled in Washington, DC. This was a simple cover without one of the many commercial cachets available. It was sent to a collector in the small village of Osceola, Wisconsin -- population ~650 in 1943. Albania was overrun on April, 1939 and liberated in November, 1944. November 10, 1984 ... and a First Day of Issue cancel was applied in Washington, DC to a stamp commemorating the Vietnam Veterans Memorial. The two-acre Vietnam Memorial, northeast of the Lincoln Memorial, honours members of the US Armed Forces who served in the Vietnam War. It was dedicated in 1982. In 1993, an additional Vietnam Women's Memorial was established on the National Mall. The cover has an ArtCraft Cachet and the logo of the Postal Commemorative Society (now known as PCS Stamps and Coins - it is a division of MBI, Inc). According to Linn's Stamp News, the production of ArtCraft cachets was discontinued in 2015 ... a victim of decreasing sales and high production costs. In February 13, 2016, they wrote, "What ArtCraft was missing most in recent years were the mass-marketing companies, such as the Postal Commemorative Society, that purchased ArtCraft FDCs in large quantities. These entities haven’t switched to another cachetmaker or the U.S. Postal Service’s FDCs, they have stopped selling FDCs, period. While they were in that business, though, they were probably an annuity of sorts for ArtCraft. But most of their purchasers weren’t what we would consider FDC or stamp collectors, and they never became collectors, either. Instead, those mass-marketed accumulations were dumped on the market, lowering ArtCraft’s value among mainstream collectors. Changes in the U.S. stamp program in recent years likely also contributed to ArtCraft’s financial woes. The USPS is issuing more multistamp sets ... Collectors are balking at the higher prices. Another change in the stamp program is the increasing number of pop-culture subjects, almost all of which are under copyright."
