Not sure,wether this is from a genuine cartoon,but anyway,it looks like one.
An interesting issue (Year of the Child),because the stamps from sheets are different from those of the souvenir sheet.

Issued March 1st,2018. The stamps were also issued in panes of 10 as well as in a smaller size,self adhesive,in panes of 10.

Can any Belgium experts tell me more about these interesting stamps that arrived on a recent piece of mail from Antwerp? I gather that they are part of a sheet issued in 1999 celebrating Belgian comics art. My knowledge of that subject begins and ends with Hergé’s Tintin (an old favorite of mine), but I'm curious to know more about the other artists, series, and characters represented here, and Google has been of limited use. Even without knowing much, they're nice stamps! I like those speech and thought bubbles cleverly indicating the value in (I think) Euros and francs.

No connection to Belgium, except what you stumbled on. As for the 0.42 = 17 joke, huh?

Here is the sheet: They are: Top row: Corentin by Paul Cuvelier, Jerry Spring by Jije, Gil Jourdan by Maurice Tillieux Middle row: Beaver Patrol by Mitacq, Entrance Hall to the Belgian Comic Strip Centre, Hassan and Kadour by Jacques Laudy Bottom row: Buck Danny by Victor Hubinon, Tif and Tondu by Fernand Dineur and Les Timour by Sirius. Many of these are long-running comic strips (bande dessinée in French) and the artists and writers have changed over the years. I suspect that there is very little translated into English but this should enable you to find out more about these comic characters 😊

What I collect: Germany in all its facets since 1871 (especially German Reich used including postal statinoneries, used), USSR, Austria, Switzerland, Luxembourg, Liechtenstein, Denmark, France. I design all album pages for my collection myself and partly make them available to the general public for use.

Cartoon self-portrait by the cartoonist (we say "ninotaire") Pilarín Bayés (Vic, Catalonia, 1941). Very well known in Catalonia. Stamp, issued for the 2023 Ripoll stamp exhibition. The illustration on the cover is also by her.
