I guess it stands for On Her Majesty's service. But why was it printed on and for what purpose? I have some of these. (bladdering trough just received stockbooks)

(bladdering trough just received stockbooks) These overprints are to identify service stamps, for the exclusive use of government agencies. You will find OHMS overprints or perfins throughout the British Commonwealth postal administrations.

These are for use by the government, they're listed in Scott catalogues as Official Stamps. Same thing as the "Offentlig sak" stamps from Norway.
