Probably late with the game of issuing stamps. But a postal service existed long time before that. The no.1 listing, depends very much on the kind of catalogue you use:
Michel nos.1-4 were issued on Jan.1st 1955. Issued as fiscal stamps, there were also valid as postage stamps for inland use. They remained valid till the issue of the series shown above, but were used till 1964. From then on they were used as fiscals only.

Yes it does depend on the catalog. No. 1 does not always mean first (ha).
SG lists the issues above as SG F1 to F4 and Scott lists as AR1 to AR4. Scott acknowledges these revenue stamps were used on inland mail.
Steiner pages place these as first in the album. I am not sure how Scott Specialty orders these on their pages.

Theoretical they could be found on international mail. However depending on the place of exit, additional franking with stamps of India or China had to be added. Would be nice to find such letters !

Again, very much a question of the catalogues: Michel lists thestamps from 1963 as nos.9-23, while they list the overprints from April 3rd,1944 as nos.1-8. I do not collect South-Georgia and do not have Michel no.1. However from my thematic birds collection I can show the Mi.no.5:
